Andrew Burnell operates through two dimensions.  Externally he promotes and advocates for the organisation at the highest level in their industry, as a social community health care provider at the Cabinet Office to representation at Social Enterprise UK, the Employee Owners Association and Department of Health. This is cascaded at a local level. Internally, Andrew allows scope for business units and individuals in those business units to take responsibility for the future of the organisation, within safe boundaries, promoting the sustainability of the organisation and giving an opportunity to those who are ready to develop. This is a massive cultural shift for an organisation like theirs and a progressive way forward in leadership. Andrew Burnell is also seen nationally and internally as dynamic and charismatic leader. He is exceptionally good at engaging with staff at all levels and his weekly blog provides not only an insight into the workings of the company, it also includes a wider view of the national arena in which they are operating. His regular face-to-face ‘Engage’ sessions encourage staff to bring any questions or issues to him directly. He also holds monthly ‘phone-ins’, when staff can ring up to share information or ask for it. Andrew greets all new employees personally at their induction and his informal and friendly manner instantly puts people at ease. His passion for employee ownership and collaborative working is embodied in his catchphrase, 'contagious commitment'.

The community Macmillan Specialist Palliative Care team in Hull led an End of Life Skills Audit in 2012 reviewing the knowledge and skills of community nursing staff - band 4 to 7, delivering end of life care to patients at home. This audit identified a lack of knowledge and confidence in areas such as pain and symptom management, loss, grief, bereavement, care for those with non-malignant disease, advanced care planning and recognising dying. As part of their organisation's end of life strategy City Health Care developed an ‘End of Life Care Academy’ to provide education and knowledge to enhance the skills and competence of community nurses. The aim of the End of Life Care Academy is to provide an interactive and reflective programme which enhances the skills and competence of community nurses, through interactive lectures. Feedback from attendees is outstanding. Staff report they feel more confident, capable and competent to initiate conversations and provide quality care to patients approaching end of life. By December 2014, 63 nurses will have completed the Academy including 22% of all band 5 nurses.

City Health Care's annual staff awards celebration rewards individuals and teams from across the organisation who have been recognised for their outstanding work. Winners receive a trophy, a certificate and a shopping voucher. They also reward staff throughout the year.  Directors put forward the names of people in their business unit who they feel have made a significant contribution or worked particularly hard and 25 each quarter receive a letter from the chief executive and a shopping voucher. They also run regular prize draws for all shareholders. Compliments from patients about teams and services are featured in the chief executive's weekly blog, as are specific achievements such as winning awards and academic success.
